FUNCTIONING OF LANGUAGES IN THE NORTHERN REGION OF KAZAKHSTAN: PROBLEMS AND SOLUTIONS

Abstract

The article is devoted to the analysis of the linguistic situation in the Northern region of the Republic of Kazakhstan. The purpose of the article is to identify the peculiarities of the functioning of languages in one of the most linguistically complex regions of the country. The set goal requires solving the following tasks: based on the data of the latest Population Census, describe the language situation, determine the role of the dominant languages: the state and Russian languages in the context of the implementation of language policy, identify the reasons influencing the development of the state language in the northern regions of the republic, analyze the functioning of the state language in the spheres of public life in the region, develop scientific and practical recommendations for regulating the functioning of languages in the region.

The relevance of studying the social functions of languages in the regional aspect is due to insufficient study of this problem in the sociolinguistic aspect. The methodological foundations of the issues discussed in the article are the works of famous foreign and Kazakh linguists who study the sociolinguistic aspects of social functions in a multilingual society. The scientific novelty and practical significance of the study lies in the need to study the real picture of linguistic life on a scientific basis, to identify factors of various nature that impede the development of the state language both in the entire northern region and in areas of public life.

The article uses methods of scientific and sociolinguistic research: analysis, synthesis, induction, deduction, observation, statistical, comparative methods. In conclusion, it is noted the need to develop scientific and practical recommendations in order to implement language policy in the regional aspect.

The theoretical and practical results of the study can be used when giving lectures and conducting seminars, carrying out research work by undergraduates and doctoral students, as well as for public administration specialists dealing with issues of language policy and language planning.
